It was reported on December 12th last year, that China will be introducing a new law that forces online gaming publishers, such as Blizzard, to reveal the odds of any loot box style of item distribution that requires money to buy.
As of today, Blizzard has released this information on the Overwatch website for China.

Directly translating the website from Google Translate, the details include:

  • Supply Content: refers to what is inside each box. So Each box will have 4 items, that include ornaments or in game currency for unlocking more ornaments. Ornaments being sprays, voice lines, emotes, skins and so forth.
  • Excellent Quality: This refers to the chance of obtaining a rare item and basically means that, at least 1 of the item will be of rare or higher quality including Epic and Legendary
  • Epic Quality: In order to get an epic item, you need to open on average 5.5 boxes which is approximately 18.19% chance.
  • Legendary Quality: To get a legendary item, you need to open, on average 13.5 boxes, which is a 7.4% chance.

This means, to get all of the legendary skins for the Uprising event, assuming you were lucky enough to never get any duplicates and any legendary’s you got, were from the event… , you’d have had to have opened a total of 94.5 boxes.

While the stats are there to be seen it is unknown whether or not these same percentages exist on a global scale. However, in my own personal experience, these numbers feel about right.

The law states:

2.6 …Online game publishers shall promptly publicly announce information about the name, property, content, quantity, and draw/forge probability of all virtual items and services that can be drawn/forge on the official website or a dedicated draw probability webpage of the game. The information on draw probability shall be true and effective.

2.7 Online game publishers shall publicly announce the random draw results by customers on notable places of official website or in game, and keep record for government inquiry. The record must be kept for more than 90 days. When publishing the random draw results, some measures should be taken place to protect user privacy.
